Who We Help
Each year, Ritter Center assists more than 4,000 people living in Marin County. We serve low-income and no-income individuals and families who are without a home or at-risk of becoming homeless.
The Social Security Advocate is responsible for the day to day operations of the Rapid Increase in SSI Enrollment (RISE) program, a collaborative program with County of Marin Health & Human Services and Ritter Center to assists Marin County's homeless or precariously housed disabled population is securing disability benefits. The Social Security Advocate also liaions with he SSA for Ritter Center;s Representative Payee program which manages the finances for 60-70 clients receiving SSI.
~~ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Gather medical reports and documentation for SSI referrals and evaluate client eligibility criteria for the RISE program versus general SSI advocacy.
Request medical records from community health care agencies and hospitals. Review medical records for completeness, assemble records into standard order, and file and maintain records.
Make recommendations and secure referrals for additional evaluative testing and treatment when indicated.
Ensure and track all client referrals and attendance at scheduled appointments providing client support (e.g. transportation) and encouragement (e.g. identifying barriers to completing appointment) as needed.
Ensure that database and/or other records are maintained for all RISE and Rep Payee clients, including demographic and service utilization data in the County Homeless Management Information System (HMIS), electronic copies of insurance and financial aid applications.
Collaborate with Ritter Health Center staff to identify applicants for General Assistance (GA) who are appropriate for a RISE program referral.
Prepare individuals for interviews on RISE evaluation days.
JOB DUTIES IN COLLABORATION WITH OUTSIDE AGENCIES
Job shadow County of Marin SSI Advocate to learn SSI process, forms, terminology, and assessment tools.
Coordinate monthly RISE evaluation sessions with County staff, SSA staff (potentially Disability Determination Services – DDS – in Sacramento attending via videoconferencing).
Collaborate with SSA (and potentially DDS) to prepare cases.
Coordinate quarterly continuous quality improvement involving SSA and other stakeholders.
Collaborate with community partners (e.g. Homeward Bound, other FQHCs) to identify appropriate candidates for the RISE Program.
Act as Ritter Center liaison with SSA for Representative Payee program.
~~EDUCATION & QUALIFICATION REQUIREMENTS
Bachelor’s Degree or equivalent work experience.
At least two years’ experience working in a social service/government sector setting; familiarity with social services in Marin is a plus.
Experience with Social Security disability enrollment or SOAR (SSI/SSDI Outreach, Access, and Recovery) model preferred
Understanding of the needs of people who are homeless or at-risk
Capacity to communicate clearly and remain calm with individuals in crisis
Strong organizational skills and capable of multi-tasking
Ability to be empathetic and compassionate with clients who may have chronic physical and/or behavioral health conditions combined within a framework of appropriate boundaries
Intermediate computer knowledge required; proficient with Microsoft Office Suite as well as accuracy in database entry;
Valid and clean driver’s license
Bilingual English/Spanish is a plus, but not required
